He develops his affinity for high-stakes casinos and fine hotels, where he meets Madame Sistine, a former British operative who leads him to Corsica mob boss Jean-Paul Scipio. Everything appears to point to the morbidly obese Scipio, head of a chemical company that serves as a front for his heroin business, but Bond discovers a larger network of organised crime and an American named Irwin Wolfe. Following the success of Horowitz's first Bond novel, Trigger Mortis , the author and the Fleming estate were both eager for him to work on another. The book was officially announced in October with a planned Spring release.

In , Agent , who was assigned the mission to investigate the sudden lack of narcotic activity of the Corsican underworld in the south of France, died; murdered in Marseilles, his body riddled with bullet holes. Having no other agent "00" available, M decides to replace by a man that the SIS trained for section "00": James Bond. As it happens, Bond is currently in Stockholm, Sweden with the mission of eliminating Rolf Larsen , a former war hero from Britain and Norway, who was in fact a double agent working for the Nazis.
